TransLink is Metro Vancouver’s public transportation network comprising more than 5000 employees across 14 different operating companies. The organisation is responsible for the stewardship of approximately USD13 billion in assets and has an annual operating budget of USD2 billion.
TransLink is in the early stages of its asset management journey. The organisation is beginning to work towards developing a program that will promote greater synergy between its planning, operations and finance departments and empower more effective decision-making throughout its capital planning processes.
Working closely with TransLink, GHD Advisory’s Asset Manangement team facilitated a series of workshops and interviews across four asset groups, including running-rail, pavement, elevating devices and software. This resulted in four Asset Renewal Programs comprising the following deliverables, specific to each asset class:
- State of infrastructure report to capture the age profiles and condition of the assets
- Level of service framework to measure the cost of service and risk of service for all asset classes
- Risk framework, including an initial pilot of events with provided treatment and control recommendations
- Capital needs forecast to capture the funding requirements over a 10 year horizon
- Sensitivity analysis on multiple reinvestment scenarios to test the outcomes over the 10 year horizon
- Governance model to showcase best practices in organisational hierarchies down to roles and responsibilities
- Process model capturing existing information flows and internal processes along with recommendations to optimise efficiency and resource allocation, particularly in relation to business casing and capital planning
- Improvement initiatives in a prioritisd roadmap with corresponding estimates of internal full time equivalent hours and external consulting support
The deliverables were finalised after presenting the programs to the key operating companies and TransLink’s Corporate Asset Management Strategy program.
TransLink has started to leverage these programs, in consultation with the operating companies to support business casing and communicating with internal and external stakeholders. The Asset Renewal Programs are designed to be long-term, forward-looking capital programs to justify the asset reinvestment required to support lifecycle strategies and maintain a state of good repair.
